ANSI/ANAB-accredited Verification Bodies will employ or hire SEP Lead Auditors and Performance Verifiers to conduct an assessment of a facility interested in becoming a Superior Energy Performance Certified Partner. The Verification Body will determine whether the facility meets Superior Energy Performance requirements using a two-stage initial certification audit process.

Verification Bodies for Superior Energy Performance must be accredited by ANSI/ANAB to be legally qualified to issue a certification to the facility. This accreditation process is under development and expected to be available by October 2012.

Requirements for Verification Bodies: MSE 50028

Verification Bodies for Superior Energy Performance will be required to conform to the MSE 50028 standard, once released. MSE 50028 will specify the principles and requirements for bodies that undertake verification of energy performance and energy management systems. ANSI/ANAB will use MSE 50028 to accredit Verification Bodies for Superior Energy Performance. Until MSE 50028 is available, ANSI will use ISO 17021 to accredit Verification Bodies for Superior Energy Performance. MSE 50028 is based on ISO 17021 and is under development by the Georgia Tech Energy & Environmental Center (GTEEMC), an ANSI-accredited standards development organization. Upon completion of the due process requirements for American National Standards, MSE 50028 will be submitted to ANSI for adoption as an American National Standard.

Accreditation Process

ANSI/ANAB will be the only accreditation body that can issue accreditation to a Superior Energy Performance Verification Body.

ANSI/ANAB accreditation of Verification Bodies for Superior Energy Performance is not available yet. When available, the accreditation procedure will consist of the following steps:

  • Off-site review
    ANSI/ANAB will review the candidate Verification Body's documented management system to assure that the design of the management system meets the requirements of MSE 50028.
  • Witness audit
    ANSI/ANAB will observe the audit team’s competence and conformance.
  • Office Audit
    ANSI/ANAB will assess recordkeeping and competence of the candidate’s office personnel.
  • Annual surveillance
    Once the Verification Body is accredited, ANSI will conduct annual surveillance through office and witness audits.
